You can now turn layers directly on the UI Builder canvas, using the same logic as the Draw tool.
How it works
In Design and Animation, drag from just outside a corner of the selected layer to rotate it about its centre. The cursor becomes a curved arrow and a chip shows the angle. Shift snaps to 15 degrees. Alt turns about the opposite corner, which stays put.
Several layers of one parent turn together, swinging round the middle of the group frame.
The selection frame had to change
Once layers can turn, a plain axis-aligned selection box is misleading. The frame is now the layer's own box, turned with it, with handles on its own corners and resize cursors that follow the edges. Resizing a turned layer grows it along its own sides with the far edge fixed. A layer inside a turned parent moves along the parent's axes, not the screen's.
Animation keyframes
In Animation, a turn is a Rotation keyframe at the playhead, and the chip says something like key at 0.50 s. The angle is kept as dragged, so 240 stays 240 instead of becoming -120, which matters when you want a spin to go the long way round. In Design the angle is kept within -180 and 180.
What can't turn
Layout-managed children, locked layers and the ScreenGui can't be rotated by dragging, because their rotation would be overridden or meaningless.
The maths lives in rotate-tools.js, separate from the pointer handling, so the angle snapping, pivot and group rotation can be tested without a browser.
