TriStateBoolean
A three-state boolean that extends a standard boolean with TriStateBoolean.Unknown for values not yet determined. Used by PolicyService for region-specific platform states that may be unknown before policy queries complete. Defaults to TriStateBoolean.Unknown until explicitly set.
